Highlights from the NFRC 2025 Fall Membership Meeting
WMA’s Director of Regulatory Affairs & Standards Development attended the National Fenestration Rating Council (NFRC) 2025 Fall Membership Meeting, held October 14–16 in Cincinnati, Ohio. As a voting member, WMA participated in key discussions shaping NFRC’s certification programs and technical standards.

Here are some highlights of the meeting:
Key NFRC Updates and Announcements
• ISO 17065 Accreditation NFRC is currently applying for ISO/IEC 17065 accreditation for its Product Certification Program (PCP) through the ANSI National Accreditation Board (ANAB).
• Updated License Agreements To meet ANSI requirements, NFRC has released updated license agreements for all Product Certification Program participants. All licensees are required to sign their updated agreement by the end of this year. Revisions standardize terms across programs, reflect current certification processes, and clarify the use of NFRC marks and trademarks.
• Product Certification Management System (PCMS) NFRC introduced a new Product Certification Management System (PCMS) designed to support ISO 17065 compliance. The system allows accredited labs to upload reports, inspection agencies to review submissions, and NFRC staff to approve products for certification.
Currently in a pilot phase, the PCMS is being used for new product line submissions only. Existing products will continue to be managed through the NFRC Certified Products Directory (CPD). In the future, program participants will also be able to update company and product information directly through the PCMS.
NFRC Ballot Highlights
Ballots were also reviewed and voted on by the NFRC membership during the meeting. WMA’s Regulatory Affairs and Standards Development Committee (RASDC) reviewed several relevant ballots highlighted below prior to the fall meeting and were in agreement with the language proposed in each of these ballots:
• NFRC 700 Sidelite Ballot – Proposes allowing sidelites to be grouped with similarly constructed side-hinged exterior doors. Status: Not approved; sent back to task group for further revision.
• NFRC 700 Permanent Label Ballot – Proposes permitting multiple product line numbers on a single permanent label, with new definitions for Manufacturer’s Product Code (MPC), Product Description (MPD), and Product Line Identification Number. Status: Not approved; returned to task group for further revision.
• NFRC 700 DDFR Ballot – Clarifies that double doors also available as single doors are to be simulated as single doors; manufacturers can label as either single or double at their discretion. Status: Approved.
• NFRC 100 Divider U-Factor Add-On Ballot – Adjusts the glass-to-divider surface gap from 1.20 mm to 1.50 mm based on board review of feedback from the 2024 Fall meeting. Status: Approved with editorial amendment.
• NFRC 100 Simulated Divided Lite (SDL) Ballot – Updates modeling requirements for Simulated Divided Lite, especially those covering interior-facing low-E coatings, which are to be modeled in accordance with Section 8.3.2 of the NFRC Simulation Manual. Status: Approved with editorial amendment.
• NFRC 400 Ballot – Aligns air leakage reporting with NAFS/Dade County standards, requiring test results to be reported to two decimal places. Labeling remains ≤ 0.3 cfm/ft² for windows and ≤ 0.5 for doors. Status: Approved.
• NFRC 500 LEAFF Ballot – Clarifies the application of trendline method (Linear Energy Analysis for Fenestration (LEAFF)) for condensation index ratings. Status: Not approved; returned to task group for further revision.
